What i was seeing is that in attempting playback of the content, if my server's transcode throttle buffer was set to a high enough number, plex would calculate a transcode " sourcefile" size, and if the "source file" size was larger than my transcode ram disk size, it would do a video transcode. If not, it would direct stream.

this a fresh install of plex. From my understanding the transcoder folder will always be blank unless you're actively transcoding. You can change the directory and when it transcode it will write to the new location and remove it when it's done. Correct. The path in your Plex settings will be empty until you specify.
